Dear Dr. Anderson:


I have been a patient of Dr. Philip Leonard since 1991. During the time that
Dr. Leonard has been treating me I have observed his patience, competence and
real compassion for his sick and injured patients. I know in my own case he
had to wait many months for payment from the insurance company, but never
suggested that I stop seeing him or seek treatment elsewhere. He is always
available to provide guidance and refill prescriptions. In addition, he is always
kind and takes time to find out more than the minimal information that might be
required by Workers Compensation.


It is truly a shame that a doctor with so much to give to the community has
been prevented from practicing medicine. I know that is your duty to protect
citizens from doctors who behave badly, but this is not the case with Dr.
Leonard. A patient who was lucky enough to have Dr. Leonard's services abused the
system. A jury has found Dr. Leonard innocent and you should act accordingly.
Please restore his license so that he and his patients can return to normal.
